Minutes of the Annual Congregational Meeting

February 9, 2020

The annual congregational meeting of St. John’s Evangelical Lutheran Church in Hatboro, PA was held on Sunday, February 9, 2020 following the 10am service.  Michael Brinkworth led the congregation in a hymn followed by Council President Wil Fritz calling the meeting to order at 11:25 am.  Pastor Reimer then led the assembled congregation in devotions.

Mission and Vision Statements were noted.


  • Congregational meeting minutes from the February 10, 2019 congregational meeting are attached.  It was moved and seconded to accept the minutes as recorded (Ken Woods / Pat Ross)


  • Congregational Council Meeting Highlights from 2019
  • Pastor Reimer’s Report
    • Pastor summarized attendance, highlighting Sunday School attendance.  Attendance overall is up a little bit, not only in worship but at church functions as well.
  • Pastoral Acts 2019, Membership Report, New Members, and Confirmands
  • Minister of Music Michael Brinkworth’s report.  Michael’s Music Ministry has grown the youth band and youth choir.
  • Council President Wil Fritz’s report.

    • It was moved and seconded to accept the Congregation Organizational reports as recorded (Linda DiMeo / Tom Smith)

The Financial Report was not in the annual report but handed out as a supplement and will also be in the next newsletter.

Old Business

  • None

New Business

Motion from council to permanently change the Sunday morning worship schedule from 2 worship services at 9:00 and 11:00 to one worship service at 10:00.  It was moved and seconded to approve the motion to move to one service at 10:00  (Council / Marcy Divver). MOTION CARRIED.

  • The floor was then opened for debate.
  • Tom Smith / Alan Divver made a motion to vote.
    • Votes were 37 for, 26 opposed, motion carried.
  • Motion was made to change the time for the one service from 10:00 to 9:30.
    • It was moved and seconded (Daryl Keller / Patty Cawthorne)
    • The floor was opened to debate the time, 9:30 or 10:00.
  • Motion was made to end the debate and call the question again (Pat Ross / Harry Betz), majority agreed.
  • Vote to change time of one worship service from 10:00 to 9:30 was called.
    • Count was: 33 for, 33 against.
    • Tom Smith questioned the proceedings.
    • Pastor explained procedures.  Paper ballots were passed out to vote yes for changing time to 9:30, Nay for not changing and keeping time as 10:00.
      • Witness: Alan Divver.
    • Results: 26 yes 52 no, service will remain at 10:00.
    • Motion was made to destroy the ballots  (Bob Muller / Cathy Evans).

Presentation of Proposed Budget for 2020

Wil explained that this year’s budget is again a deficit budget.  Finance and Executive committees spent many hours combing through the budget to further reduce expenses for the church and we cannot borrow from ourselves any longer.  Council and Finance feel that any expenses that can be cut have been cut.

  • Expenses have been cut 7.2% since 2015
  • Revenue has decreased 9.4%
  • We can no longer borrow from ourselves to balance our budget and we need to increase revenue.
    • Harry Betz spoke that it would take everyone to increase their giving by $5 per person per week to meet our annual budget.  He also suggested that members try to bring others to the events that St John’s holds so that they can see what St John’s is about.
    • Wil Fritz spoke about attending the Lower Bucks conference and the topic of growing the church.  St John’s has the advantage of having a larger congregation when compared to other local churches.
  • A motion was made to accept the 2020 budget as presented.
  • It was moved and seconded (Harry Betz / Ken Woods)

Church Council Elections

  • President Wil Fritz thanked those leaving council:  Pat Beadling, Patty Cawthorne, Barbara Quinn, and Ken Woods, in addition to himself.
  • President Wil Fritz then announced new council members Carole DePue, Lisa Fritz, and Phil Hankel.
  • President Wil Fritz asked the congregation for other council member nominations.


  • The motion was made and seconded to adjourn the meeting at 12:45 p.m. (Harry Betz / Jeanette Heath)
  • The meeting was closed in prayer.
